Sixty-million people: the equivalent of the 24th most populous country on earth, and the largest contingent of individuals ever, are now displaced through war, conflict and persecution. This fact clearly defines a failing of humanity.
And that international organizations have admitted: "...if people think that humanitarians can clean up the mess, it's no longer possible. We have no capacities to pick up the pieces"; then the people - those displaced or about to be displaced, reserve the right to ameliorate their own conditions by whatever means necessary.
While United Nations High Commissioner for Refugees(UNHCR) head Antonio Guterres admits the "world is a mess" and "...More and more people are suffering, and unfortunately for many of them there is no chance to support them"; then in lieu of international solutions to the problems of the displaced, the displaced must reserve unto themselves the right to right the wrongs that are displacing them.
Therefore, the people, by all means available and capable to them, must conclude Bashar al Assad's war in Syria; the people must change the conditions in North Africa forcing thousands to the shores of Europe; and the people must demand citizenship of their country of birth in Myanmar.
Conditions, based upon the admission of international organizations, are not conducive to providing assistance to all the people; thus, the people must help themselves to the establishment of the capacities and of the systems needed to sustain stability unto themselves.
