There are no negative takeaways from troop redeployment after draw down once strategic security interests are imperil. All the debates over should, and shouldn't; are pointless. Discourse ought to focus on whether or not strategic security interests are in danger; and if they are, then they need to be protected by whatever means the Commander-in-Chief decides. However, consideration must be given to the long term stability of the particular strategic security interest so that any operation to safeguard such interest, does not become a 'bam-bam, I'm outta here man' exercise; thus assets might be needed to be left in place to safely secure such interest until it could be fully be determined that stability has been substantially raised, to sustain the continued health of the strategic security interest.
